Quality control at factory, moving around in transit (on/off train and/or truck), dealer moving on lot including to install the side skirts and spoiler and (possibly) taking it out to get you a full tank of gas on delivery.

I wouldn't worry about it.

I have bought 4 new Vettes from 4 different dealers. One had 3 miles on it, the others had 2 miles.

My 2006 conv had 2 miles on it - NCM delivery.

My 2013 427 conv had 5 miles on it - NCM delivery.

My 2017 Z06 coupe had 22 miles on it - QC car. Picked up at Kerbeck.

I had 6 miles on it-probably made of from the fill up of gas, QC at the factory, being moved around the lot, and taken on and off the truck. I would not complain about 7 miles.

That's basically the minimum number of miles your going to have on a new car.
Regardless of your requests, the dealer is required to perform a PDI (pre delivery inspection).
Part of this is a short road test and putting five gallons of fuel in it.
No one took your car out joy riding, so put that idea right out of your mind.

~30 miles is what cars typically are delivered with if they were randomly selected by the factory to do extra QC checks on. Consider this to be a good thing as your car was gone over with a fine tooth comb and if any issues or problems existed when it rolled off the line they were likely corrected before the car was shipped to the dealer.

My 2014 C7 was delivered with 3 miles (courtesy delivery).

The highest mileage delivery I've ever taken on a new car was 230 miles since it was a dealer-swap car that was driven from OK City to Dallas. I don't know what my dealership at the time drove up there in exchange for this one particular model I wanted, but it was either that or wait an extra month for one to roll in off the truck. In exchange for those miles I got the dealership to throw in window tint and wheel locks.

I've owned 7 new Vettes since 1976 (all ordered cars-not dealer inventory) and the mileage at delivery has been between 4 and 7. My '14, however, had just over 20 as it was a first day build (#307) that went directly to Nashville for some type of QC check or repair/replacement of something. Never did find out why the first 400 or so of us experienced that diversion but I will say all I've done is change the oil-absolutely NO problems with the car. My wife was giving me crap about owning another 'first year' car as I've had four of them but this one has had no issues.

I actually had two sets of miles because I didn't initially pick up the car when it was ready. The dealership did a courtesy drive to get it Xpel wrapped at the facility before the deal was officially made.

Mine had 4. All get a short test drive on the circuit at the factory. Some cars are randomly plucked off the line and given a more lengthly test, and those may have 10+. It doesn't mean anything was wrong with those cars, it's just part of the QC methodology.

3 miles when my car 'emailed me' while on the Kerbeck lot after delivery to the dealer (a custom order). I didn't pay attention when I actually picked up the car (was too excited)...

That is a very privileged statement. While it is true for you, understand that for many, a corvette is a real sacrifice. So, not at all a casual 'disposable' thing.

But yea, I get it, you don't have that much opportunity cost associated with an expensive car. Congrats.

3,900 miles. Somebody traded it in on a Ford Raptor. Right? That sentence is barely comprehensible. It was supposed to be a weekend driver, but somehow ended up a half-time driver. So, now, sadly, 11,000 miles on it one year later.
