IMO, It's all about contrast. Sometimes black looks better, some times a brighter color.
I have silver wheels on my gunmetal car and Black (with a defining red pinstripe) on my white Stingray.

Hey Guys,
Just bought a set of Chrome Rims for my Z51... I like the black, but they just didn't offer enough contrast (dark car, dark rims, dark tires)... Ive posted before and after shots for anyone who is trying to decide between chrome and black rims - Im not saying one is better than the other - but for me I needed more contrast. The black will be my rims when "driving", the chrome will be my rims when "showing"...

I'm not a fan of chrome, but I also think you need the right color and look to pull it off. For your car... Chrome is the winner IMO!
Jmcdude is correct also, with a proper finish on the wheel the black is gorgeous.

Today, when I see chrome wheels on bright colors it evokes elegance:
When I see black it evokes BAD A$$:
My 66 SS Chevelle, 70 Road Runner and the 74 Maverick were all black, but each had either chrome or polished wheels. Today I drive a black wheeled bad a$$ GS. To each their own. I think anything on a Vette looks good and like to have multi sets of wheels for change up.
Disclaimer: I'm over 50.

Black wheels looks good, especially complimentary to all the black vents on a white C7. But I LOVE chrome wheels. When I was a kid, the cool cars had chrome wheels.
These base design chrome wheels are the easiest wheels I've ever cleaned, can just stoop over and hand wipe them all to a sparkle in a few minutes.

Black doesn't look "bad" IMO close up, however blends in with the dark wheel wells from a distance and adds nothing to the overall beauty of the car.
