30 for first mile is 30 below the 60 desired average, so you need to be doing 30 above the desired 60 average to get 60 average for both miles.

The answer is 90.

Well
Here's a thought
In order to go at a 60 mph average over 2 miles, you would be traveling at 1 mile per minute
2 miles at that speed takes 2 minutes, follow so far...
you already spent 2 minutes getting to the top of the hill
Therefore no matter how f'ing fast you go down you can't average 60 mph.

Wow, that hurt...

For all of you folks who like 90 MPH consider this. Change 30 MPH to 20. You would say 100 MPH is the answer but 20 MPH takes 3 minutes to go one mile. 60 MPH still takes 2 minutes to go 2 miles so you see the impossibility of just speeding up. Plug in 5 MPH and see that you can't go 115 to make up the slow speed mile.

Once again where in the OP's post does it say anything about 2 minutes is all the time you have to travel the 2 miles It doesnt. All it says you approach a hill 1 mile up 1 mile down You are doing 30 mph up which takes 2 minutes no dispute there. but all he is asking what speed do you need to average 60 mph for the 2 miles again NOTHING about 2 minutes to complete the trip just what speed you need to go down the hill to average 60mph. There isnt any time limitations just a speed needed to travel the 2 miles with an average of 60 mph. You are adding information into the question that is is not mentioned anywhere except in your answers

Q: If you are traveling at 30 MPH, how long does it take to go the first mile?
A: 2 minutes. 60 MPH is 1 mile a minute ergo 30 MPH is 2 minutes for 1 mile.

Do you agree?

Q: If you were traveling at 60 MPH, how long does it take you to go 2 (not 1) miles?
A: 60 MPH is 1 mile per minute so 2 minutes.

Do you agree?

So if your average speed was 60 MPH it would take you 2 minutes to cover the 2 miles. It's impossible to have an average speed of 60 MPH over 2 miles in any less or any more time.

Do you agree?

But your first mile was traveled at 30 MPH and you wasted those 2 minutes to get 1/2 way there. You'd have to travel that 2nd mile instantaneously, IOW without taking any additional time in order to be at the finish line at the 2 minute mark so that you could achieve an average speed of 60 MPH. You cannot take longer (or less for that matter) time to travel that distance and have a 60 MPH average speed.

Remember, you are to average 60 MPH for the 2 miles, not your average speed for the two miles.
As 60 MPH is 1 mile per minute, requiring you to do both miles in two minutes, you would have used up your allotted time on the first mile.
Travelling the downhill at 90 MPH will take 40 seconds to go the last mile and the overall trip would have taken 2 minutes and 40 seconds or an average of 45 MPH for the 2 miles.

Edit: As defaria said.....

I agree going 1 mile at 30mph takes 2 minutes as I said, going 1 mile at 60 mph takes 1 minute, but the OP's statement doesnt say anywhere that you only have 2 minutes to travel the distance of 2 miles NOWHERE is there a 2 minute time limit He was only looking what speed is needed to average 60 mph over 2 miles NOT 2 miles in 2 minutes JUST 2 MILES so the answer IS 90 mph

Where is there any time limit stated in the question, THERE ISNT just an average speed for the 2 miles

average 60 mph over the entire two miles

To average 60 MPH over two miles, you have to do two miles in two minutes.
It was not asked for average speed over two miles, but a given average speed over a given distance.

30 MPH for the first mile takes 2 minutes.
3600 MPH fer the second mile takes 1 second.
It took 2 minutes and 1 second to go two miles.
The average speed over two miles would be 59.5 MPH.

It doesn't need to say how much time you have - that is provided by the laws of physics. As in many math problems you are not always given all parameters and variables. Some are implied and some you have to deduce. But you must live in the real world and you are bound by the laws of physics. Again, the only way you can achieve an average 60 MPH when given the distance of 2 miles is to do in 2 minutes. Would you agree with me that in order to travel 2 miles at an average of 60 MPH you have to take 2 minutes of time to do that? Because if you did it in less time then your average would be more than 60 MPH and if you did it in more time then your average would be less than 60 MPH. Can you agree to that? If not then present a scenario where you can travel 2 miles at an average speed of 60 MPH in less or more than 2 minutes.

Assuming you agree to the above you should quickly realize that at 30 MPH you'd only get 1 mile in those 2 minutes thereby making it impossible to complete the trip at an average speed of 60 MPH.

I'm not sure why your finding it difficult to understand this nor why you keep insisting that the amount of time was not present in the initial problem description. It doesn't need to be.

You'd come instantly, which is equivalent to infinity miles per hour, which is the required speed to achieve the average speed target.

You cannot average rates, and speed is a rate.

If she was riding with me, not sure I would care about the math unless she was the department instructor and I had an exam...lol
