For an employee at the dealer to use your car for personal business is not only unacceptable it should be a fireable offense especially at the speed they were traveling. If he had hit someone at that speed your butt would be on the line. Just read the “Hold Harmless” Clause in the repair order.
Because of this (and I do not say it lightly) you need to go into the dealership meet with the general manager and demand the employee be identied then fired. Not only did he put you at risk he put your car, other people and the dealer at risk too.

So let me get this straight... You have taken multiple cars to the SAME dealership, multiple times and you have had an issue with scratches multiple times, it was left out in the rain when you were told it wouldn't be and now a joyride...and you keep going back why? Shame on them for doing this the first time - shame on you for giving them the opportunity to do it again (and again).

they were addressing other issues... carbon fiber dash delaminating for one. The replacement they received was already coming apart, so we had to wait for another one to arrive. Also the brake issue mentioned, as well as repairing the front and rear fascia under the bulletin about chipping paint. Even with all this being addressed, it was there longer than it needed to be. At the end of the third week, I spoke to a manager since I was not getting replies from email or calls on the status of my car.

I understand both sides of this. I believe that because it would need a test drive it wouldn't bother me if the test driver stopped and got something while he was out testing. But....my dealership sends another person with the tester mechanic to ride along to ensure all is above board and proper. And they assume all is being recorded via the PDR.
As far as the speed? Sometimes to test these cars it is impractical to not hit the throttle to confirm that that the job is done properly.

I had a friend (Chevrolet Dealer) sponsoring my race car for a number of years and was there enough (they let me use the service bays on weekends) that I knew everybody there and they knew me. Yet the actual storing and moving of cars around was so tight and chaotic that I simply never left a car overnite unless I knew it was going to be in a service bay being worked on. My deal with the Service Manager was that if the car was overnight it was to be parked inside in an unused service bay. Even with that "stuff" happens. I no longer have that relationship so truly don't know what I would do if my car needed extended service time. I completely stress out when it has to go in for an oil change for the entire hour or two I have to sit waiting in the waiting room.

Now that you talked with the dealer you should never bring your car back to them. Reason, either the guy who got talked to about driving your car or his buddies at the dealership could “mess” with your car in a bad way if you ever bring it back in for service.

GM has already developed the software to limit speed… https://my.chevrolet.com/learnAbout/teen-driver. They shoulda included it within a new "service" mode, which would be similar to "valet" mode.

Lol... Ok, at what point would this situation bother you? So, you're saying it's just fine to run personal errands in a customer's car. Why not just just let employees take the same car home for the night. It needs to be driven anyway, right?
I cannot see any dealership condoning the practice of running personal errands in a customer's car, regardless of whether or not the car "needed a test drive anyway."
And I never fell back on my wreckless driving point... Many times 25 mph over the posted speed is excessive speed and could be punishable by jail time. A former police officer literally just posted about this in another thread.
Because nobody knows (except maybe OP) what the posted speed limit is, you have no way of knowing yourself how much over the tech was driving!

So while my car was at the dealer for four weeks, I reviewed the valet videos and found someone took my car to a Mrs Bairds bread discount store a few miles from the dealership. During the drive he sped up on the freeway to 92 mph. Sure, I've done this a time or two... but what would you do upon seeing this?
To be fair, one of my issues was a slight shaking during braking over 50mph, so they had a reason to road test, but going to get food and going 92mph didn't need to be part of the test drive.

That is just nuts. I'd contact GM, the DA's and LE offices. Something needs to be done about this.
