Corvette Museum raffles?

Is it a new regulation or enforcement of a much older regulation. Many raffles violate the letter of the law of many state anti gambling laws. Usually they get away with holding the raffle as long as the raffle is interpreted by authorities as benefiting a non profit organization, is fair, and the winner pays any applicable state taxes. Ran into this about 30 years ago when my Corvette Club (located in Up State NY) and we had to address the legal situation and we asked the local DA his interpretation of our raffle and whether or not we would get busted.

Possible loophole:
Call the museum and purchase over the phone. Technically you are purchasing the ticket in KY. The internet can be considered "betting/gambling", I am guessing that is what the law was actually addressing, but had backlash to the Museum.
Buy calling in and actually talking to a rep, it would be hard to argue you were not making the purchase in KY.

Yes, this is VERY bad news for the NCM.
I dont know why you couldn't still collect a tax on a out of state winner. Just make it a condition of delivery of the car. Done.
But no one ever said legistators in KY were very fair or smart (and before I receive any hate mail, I have lived in KY nearly my entire life).

This isn't a tax issue, this is an issue of other states recognizing their raffle appropriately. Sounds like with some recent changes they now have to verify this with each state, so this should turn around at some point I would think. But for now, they had to shut it down / localize it to KY.

The 26th, 43rd and 35th largest states, respectively, by 2018 estimated population. Hope you can get some of the larger states on board. It would be interesting to know where the NCM raffle sales have traditionally come from.
