Does anyone know what changed to cause 2017s to have this issue?

Ours is a 2017 Z51 A8, built September 2016. Not shown on the recall list.

My 2017 GS A8 coupe is on the list.
As GM has acknowledged the problem but is offering no repair, wonder how they would handle a lawsuit if this caused an accident?

Remedy isn't available yet is more than likely telling service people the parts aren't available. Just like the manufacturer that had the unintended acceleration BS a few years ago. They had a recall but didn't have all the parts available to fix the recall. Some of the same thing with the multi manufacturer Takata Air Bag issue. There were so many cars needing recall they had no way to make all the correct parts available at the time the recall was published. Don't make mountains out of mole hills.
As for worrying about dealers doing the work they do lots of steering rack replacements per year given the thousands vehicles each dealership services every year. As for not getting the alignment correct that is something easy to fix as alignments are pretty simple in general and the special tools for aligning a C7 are only required if rear caster has to be measured/adjusted. Replacing the steering gear shouldn't affect the rear alignment.
If you are worried about a dealership making a mistake on your car you really should worry about you making a mistake. Which is more likely to make a mistake? They guy with the training, experience and proper tools or the guy who hasn't done it before, hasn't been trained and doesn't have all the proper tools. If their guy screws it up it is on them to fix whereas if you screw it up you fix it and you are in at double the cost of parts Vs 0.00. Even if the dealership had only the worst mechanics in the world the smart move would be to let them repair it.

You read about plenty of dealer service dept mistakes, damage, and joy-rides......I will take my chances and replace mine myself, if it fails.

Whether you do the work yourself or have someone else do it, something can always go wrong.
We have an excellent Corvette tech at the local dealer, I have him do most of our work and I’m happy. Others may not be so fortunate. There are some good dealers out there.

Changing the rack looks pretty easy on the C7. I have been doing all my own work on cars since I was a teenager...VWs, Audis, Mazdas, Hondas, Porsches, Corvettes....
I changed the rack, and did a front-end alignment myself, on my C4. The only complication of the C7 is that the new rack control module needs an initial "Service Programming" to get it to function. I will need to get the correct Scan/Programming tool, and do a 1 day subscription to the GM service website.

CarFax
Mfr. Recall, Remedy not yet available for Power Steering on a 2017 GS.
About to purchase a vehicle and this came back on the CarFax:
Have seen many CarFax reports come back with this recall since 2/7/19. Is the information changing because that Recall was not on the original CarFax sent out a month ago.
It wasn't until we are about to do a deal, then I see this....kind of re-thinking my purchase here. Apparently GM can slap a Recall Notice on at any time (and watch your value plummet). What should I do? Are there specific years, make, model, sub-models to stay away from?
Thanks :-)

I think I read it affects early production date cars and mine is one of them. Haven't had an issue with it but when they figure out the recall I will take it in. Recall is something to do with safety not like a tech bulletin so they will sort it out. I am not concerned about it at this point.
