Contact your local Corvette Club and ask then for recommendations. They usually know where to go and where not to go.

But I was going to have it done like the flames on my Street Rod!
Here is the sequence:
- Mask off the strip area.
- Sand the fender,
- Spray a color for a thin pinstripe on the stripe edge (probably one edge and top or bottom
- Use 1/8 inch masking tape where pinstrip will be
- Spray strip color
- Remove masking tape
- Sand painted strip and fender with ~1500 grit wet paper
- Clear coat over the strips and whole fender
Pick of Street Rod flames put on in 8 hrs then clear coated ~18 hours after color costs (should be done before 24 hours.) Pic of very creative painter who masked flames by eye. Back brace was used as putting that fine pinstripe tape meant bending over a lot!

Yeah but..... when they're vinyl.... they come right off..
OP if I were in your position I would do the vinyl for a 150 bucks or less and see how you like it before having it painted. That is the point of no return.
