It was either installed wrong at the plant or someone had it off and didn't put it back on correctly. Either way, it's easy to fix. There's a hook at the front where it's not pushing in. You need to pop the whole piece off, insert that hook at the front first, and then push the remaining fasteners back on.
You can remove it with any suitable trim tool. Start at the back near the seat and lever it off. The trim clips will pop out. Keep working your way forward until you have the whole thing off.
