It is a bracket attached at the base of the front seats to secure the crotch portion of a 5-point harness to keep you from sliding forward ("submarine") in your seat.

For this to work, does a hole have to cut in the middle of our seats ? I thought I saw a post about this awhile ago. I am interested, but don't want to have to cut a slot in the middle of my seat.

that is your choice. you can either do that or have the crotch belt go over the front of the seat cushion.

You can also run it between the seat bottom and back where it pivots at least that's how I did in my Camaro.
