An active rear spoiler?

Very interesting observations! It does look like a clear secondary piece attached to the spoiler. At first I Thought it was the rear of the hatch too, but it doesn't line up. I'd guess it's to allow sufficient view out the back... not sure if there's some mandated spec on that or not.

Aren't all spoilers 'active' when the car is moving at speed?

That is to whisk away water, the spoiler may be adjustable but let's not get the fantasy it's going to be motor driven, keep cost down remember?, with all the things people were asking for this corvette would be 200k, looks like GM did it the smart way, the body changes are minimal, with some bolt-on things that gives it a much more aggressive look, the at the grill and color on the hood alone makes this car look much more aggressive than the base, these were done at minimal cost, the motor is going to be great, the 3 options tells me you can get a Z without 10k breaks etc, which will keep the base Z at a good cost, while still having the same motor

Not active, but it is adjustable (about an inch or so) in Z07 trim.
The available Z07 package adds a larger winglets to the front splitter, along with an adjustable, see-through center section on the rear spoiler for track use; with this package, the Corvette Z06 delivers the most amount of aerodynamic downforce of any production car that GM has tested.

That's an interesting observation. I was hoping for an active wing on Z but it will add a little weight from the motor to raise it. I'm not sure if something like that would make it's way into the Z unless they found a way to strip out extra weight in other areas on top of the work they already need to do to save weight.
It would be impressive but it might not work this time. However, I would say that a little extra weight in the back would help plant the rear a little bit more and maybe balance things a little bit. I do know that GM was happy that the trans and diff cooler were in the rear because it gave the C7 a little more rear bias distribution. You never know.
