Well, there's only one way to confirm this; next time I take it out I am going to have my boy stand behind me as I switch among all the driving modes and see what happens.
So in Europe, the BMW 'M' cars at least, (and perhaps others) flash the rear LED brake lights progressively faster the harder you stand on the brake pedal. I had my '13 F10 M5 coded this way and it really gets your attention from behind. Perhaps even a texting 16 yo might notice you screeching to a halt in from of them! lol
Camera shutter speed doesn't match up with the wavelength/frequency of the LED taillights. So while one frame catches the lights at their brightest, the next frame may catch the lights at their dimmest, and so on, causing it to look as if the lights are actually rapidly flashing.
The same actually happens with fluorescent lights in an office building. This is not visible to the human eye.

Good example is if you are around another C7, get in yours and look at their park lamps in your backup camera. I show people this all the time at work.

This is called aliasing and has to do with sampling theory. See anything by Nyquist I'm sure you know that, just pointing it out so other people can go off and research if they care about.
