Just got back from Discount tire after having a screw removed from my rear tire. It cannot be too close to the sidewall even if in the tread or the patch put on the inside runs into the sidewall and may not properly adhere.

Depends upon the manufacturer. Go to their website. Continental says no, I believe Michelin says 1 or 2. But I cant remember.
Some say yes, but you get a degraded speed rating.
