It really depends on what you do with the car. Here is a dyno graph comparison of an F1A-94 at on an LT4 and a Whipple on an LT4. Both had very similar mods and were at 18 PSI on pump gas. I hope this helps!
light red/light blue: Procharger F1A-94

The heat is manageable, and is naturally going generate less heat the a smaller supercharger. As far as pulling timing and the heat, it really depends on pulley combo, and supporting mods. We've done back to back pulls with the 2.9 making over 950rwhp.

Thanks for the graph earlier. 50 state smog has been mentioned. That is for the z06 I would assume as adding the sc to the lt1 is not really kosher (although a/a has done it for the smaller vortechs)?
Meaning this is “for off road use only” on and LT1?
Also, that Is a big head unit for the pro charger - smaller head units would lose on all levels to the 2.9 correct?

Whipple actually makes a kit for the LT1 Camaro SS. So you can certainly do the Whipple on the LT1 C7's, in less you are looking for big power it really wouldn't be the most cost effective option.
"for off road use only" to my understanding is just a disclaimer to prevent the manufacturer from having any legal issues with selling a product that may not emission compliant with the states laws.
The F1A-94 that is compared above is one of the bigger head units offered for the C7. I do not think any of the Procharger's smaller than the F1A-94 would be able to compete with the Whipple 2.9.

Have you guys done a back to back pull.
like bolt on stock c7 z06 blower at lets say 11 psi.... and then only mod changing to whipple 2.9 and doing a pull?
i know you say 100 hp gain which is like 70 at wheels but just seeing the torque curve. Seems like the 2300 doesnt do much on the torque of the car vs stock 1.7 and seeing how the whipple compares on torque numbers.

The issue with a huge torque increase on a stock LT4 is that the torque hit in the low rpm depletes the fuel system and essentially the DI system can not catch back up to effectively meet the demanded fuel.
All of that said the Whipple has the wow factor because the limited number of Whipple C7 Z06's. The only Whipple Stingray that I know of to date is the RK Sport one, and it has a different model 2.9 supercharger on it.
Again, I'm not familiar with the emissions laws BUT if I had to pass an emissions test I would find a way to hid the supercharger or disable the hood latch and have a dedicated E85 tune just for emissions testing.

How much water in the a/w system? Not for drag -for track and street (which needs a large capacitance not based on ice)
