Do 2017 and newer Z06s need the Power Steering Cooling Duct?
I have been searching previous posts and cannot find the answer. PI1535A: Track Use Power Steering Gear Cooling Duct, covers 2014 to 2016 Corvettes and the Track Prep guide says you it is a Stingray part you need. (very end of doc).

1. Yes, needed provided you are a competent track driver. PS will overheat on hot days when driven fast.
2. No, was/is not included on any year car. Costs about $20 to install and takes about an hour or two. Simple. Post #7 in the provided link has the best instructions including EXCELLENT templates.

I just peeked under my 2018 Z06 Z07.
There is no Front Compartment Air Deflector; the entire area behind the Front Bumper Fascia Air Deflector is completely open (unlike what is depicted in the documentation).
On my 2015 Z51, there was a Front Compartment Air Deflector (which I think I removed). I never had an issue tracking the Z51 3+ years at VIR.
Maybe GM removed it from 2017+ models?
The other possibility is that when the dealer installed the front brake cooling duct kit, they forgot to reinstall the Front Compartment Air Deflector?
There is no Front Compartment Air Deflector; the entire area behind the Front Bumper Fascia Air Deflector is completely open (unlike what is depicted in the documentation).

Mine isn't there, so I don't see how the unit can overheat at speed.
Did you simply order the deflector & duct individually?

Appreciate the responses guys, I will be tracking the car this summer and was surprised that the bulletin was not for 2017 cars. Look forward to hearing if the deflector was removed, I will check mine when I get it back on the lift. 2017 M7 by the way.

I'm trying to recall now if the overheating happened at VIR or Summit Point. It may have been Summit, which is a much tighter track with less straights. Either way, it's a super easy install if you plan to track it. When it overheated, it was sudden with little notice. I was fortunate both times to be near pit in. Not a complete loss of steering, but you could go from 11-1 on the wheel with no wheel movement. 10-2 was very loose and slight turning ability. Never happened again after adding the cheap plastic duct. I always use Steering set in 'Track' Mode while on track, which I'm not sure is harder on the pump than 'Sport'.
I can take a picture from underneath the front if that helps.

As far as the brake duct cooler is concerned I do seem to recall that there was a part change with the PS rack to help with it. I've not had an issue with my 2017 and I only ever had the issue once on my 2015 C7Z on a hot day on slicks in T5 at Summit Point.
Frankly, I'd just drive the car and if you have an issue then add the duct. It's not like you won't be able to steer the car if the PS cuts out, it just takes a lot more effort.

One other item that I had a question on, the part number changed for the rack between 2016 and 2017. Old part number was 84165718 and the new part number is 84246374.
Did this part change solve the problem?

Are you saying your car doesn't have the flat plastic undertray that runs from the edge of the splitter back to the front of the engine cradle? If that's the case then the dealer messed up PDIing your car. They don't need to remove that to install the extra brake ducts as those just screw to the suspension pieces.
As far as the brake duct cooler is concerned I do seem to recall that there was a part change with the PS rack to help with it. I've not had an issue with my 2017 and I only ever had the issue once on my 2015 C7Z on a hot day on slicks in T5 at Summit Point.
