"Kai also predicts that the 2019 Corvette ZR1 will be limited in the 2018 calendar year with less than 2000 made. Although pricing isn’t yet released, Kai makes the comparison that a highly optioned Corvette Z06 can run as much as $120,000 and he anticipates the 2019 Corvette ZR1 will be “up around $150,000…maybe more”.

They did say to Car and Driver, I think, that yes the "limited availability" is a thing but they'll produce as many as are ordered. I think they're just setting expectations that it's going to be the most expensive Corvette and not many are going to sign up for it as compared to the Z06 or the base car.

$7,000 for the Sebring Orange interior package (includes competition seats)
$3,000 for the ZTK performance package.
$2,000 or so for chrome wheels or other wheel upgrade
$1,700 for automatic transmission
$1,700 for gas guzzler tax
$1,000 for R8C delivery
That's about $150,400 and you might have options for winter tires, etc., as well as the engine build experience for $5,000. You could actually top a purchase out for more than $150,000!

I spoke with both Kirk and Harlan about this Tuesday evening. While Kirk said they would build as many as were ordered, Harlan added that the limited availability of some of the parts on a ZR1 are what will be the limiting factors. Harlan anticipates that they will be able to actually produce around 2,000 during a calendar year.
Kai was just about spot on when estimating a fully optioned ZR1 would be as high as $150,000
$124,000 for a vert
$10,000 for 3ZR trim

That "limited availability" of parts is based on how many ZR1's that GM figures they can sell each calendar year.
GM calculates their sales projections and then their buyers get quotes from their suppliers based on that number.
The suppliers don't spend their money on tools, molds, and machines, along with the floor space to build enough parts for 4,000 cars if GM tells them to tool up to produce parts for 2,000 cars annually.
If GM thought they could sell 4,000 ZR1's annually for 3 years, then their suppliers would tool up for that amount and the 4,000 number would become the 'limited availability".
