I wouldn't accept the car and I certainly wouldn't want to drive around with a broken or missing wing on a $140,000 car I just bought. Good on the OP for not taking the car. Keep the dealer on the hook to correct the issue. If you took the car the dealer would be temporarily relieved of the issue for now and simply point the finger at corporate.
The dealer probably has a better chance of getting another ZR1 before they get a replacement wing. Chevrolet's priority is going to be to sale new cars first, providing replacement/repair parts come later.
