No way are they going to say a peep about it until everything is given the green light.

IMHO, spring/summer announcement, and start production fall/winter. Still plenty of time to be on the road in 2019 as a 2020.

The question then becomes when will the C7 end production? No cutoff for orders has been published as far as I know. Will GM just be out of Corvette product to sell for a time?

C8 mules have already been built on the assembly line in between C7s. When the day comes to start C8 production, I think they will keep making C7s as long as they can then start building C8s right behind the last C7.

While Detroit makes sense historically, the NAIAS is fading so quickly that GM is wise to look forward and reveal a new Corvette anywhere else.

Perhaps Geneva.

Geneva would be a terrible place to unveil it. It would be shadowed out by the Euro exotic cars. For example, Koenigsegg is revealing their new Ragnarok, the successor to the Agera, at Geneva 2019. I'm sure many other high end manufacturers have plans for new reveals too. Not to mention a Geneva reveal would **** off many Corvette enthusiasts. The ZR1 was revealed in Dubai, which didn't go over too well with many people and that is "just" an evolution of the C7. The C8 will be a total game changer for Corvette. Revealing it at a place such as Car Week or Geneva would be a terrible idea becuase it would just be forgotten becuase of all the exotics. NY would be a good place to unveil it though. Better than Detroit, better timing, still in the USA, etc.

1) GM Executive VP, Mark Reuss, acknowledged the C8 back in August, so this part of the OP's bet has already happened.
2) Yes, GM will eventually drop a teaser on us.
3) Sadly, the new ME will not make a surprise reveal in Detroit.

A neat launch venue would be the NCM 25th Anniversary Celebration August 28–31, 2019 with the reopening of BGA plant tours. Logistics would be a challenge, but would be neat none the less.

I look at it this way. There's 3 scenarios in terms of logistics for the NAIAS:
1) Corvette C8 vehicle reveal: Where a version of the vehicle is shown to the public. Through this, we'll probably get many questions answered; release dates, price, models, etc. If this doesn't happen...
2) Corvette C8 vehicle announcement: While the vehicle isn't in the showroom, GM will make an announcement to the press alongside a trailer video. If this doesn't happen...
3) Corvette C8 vehicle tease: No vehicle and no official statement, but will give a nudge-nudge to the consumer from GM reps heavily hinting that an actual reveal date draws near. If not, I'm going to be more on the fence of this vehicle being a 2021 MY.

Also, when does the 2019 production year end for the current line? The end of March or April (not sure)? If so, then what? GM can't just end a model year and no follow-up from either generation. Something has to budge or be told to the public to move forward.
