Not surprising. The Supra uses a BMW engine. It's not that BMW "underrates" it's engines per se, it's that they certify to ECE power standard, not SAE. It is more stringent than SAE, requiring the engine to run longer periods to heat up and pull timing, and then an average of power made across an operating range is used as the rating. This results in the BMW engines having more power than expected when they are tested using SAE practices.
Thanks for the explanation - I didn't know how or why they would be underrated but now I get it. Different testing standards in non-optimal conditions.
