Looks like we may not need to worry about European sales
6.2L LT1 (and presumably the related engines) will be banned as of August 31 in the UK and EU.

Beginning August 31, 2019, any Chevrolet performance vehicle with a 6.2L LT1 V8 engine will be prohibited from being sold in either the European Union and/or the United Kingdom.

What is the technical reason for this ban? There are many V8 motored cars being sold in Europe such as from Mercedes, Ferrari, etc. I can't imagine the emissions output is that much different compared to those cars, and can't that be solved by slapping on extra catalytic converters for the Euro market?

I've read a few versions of this story, and so far nobody has shared the exact criteria for the ban. I might try to find it again later. My guess is it's some sort of CO2 per unit of displacement or some such nonsense. I don't think it's as easy as adding more or larger cats. That could potentially affect the LT2 depending on whether or not those leaks are accurate.
The only large displacement Euro car I can think of is the Chiron at 8.0L, and it's scheduled to go through 2022. It'll be interesting to see if they get caught up in this.

It's also possible GM just didn't bother certifying those engines for 2020 because they're being discontinued.
So it's less a case of "OMG European greenie weenies are banning American Muscle" and more "GM didn't bother paying for lab tests on an engine they won't be using much longer".

GM sells jack squat of the Corvette in Europe anyway. They told the EU to eff off with the ZR1's massive hood that won't pass pedestrian crash standards. My least favorite things on my C7 (the high hood center cowl, and the front bumper fangs) are only there to meed Euro pedestrian crash regs. I think the car would have looked much better w/o the fangs and a lower center hood line.

This came out a few weeks ago. GM would have to re-certify to sell after that date due to new regulations coming in place, which makes no sense if a new engine is coming in a C8 anyhow: http://gmauthority.com/blog/2019/05/...r-august-2019/

GM may believe they have more than enough demand for the C8 domestically for the initial launch. Then when the smaller DOHC motors are introduced, those will be the ones certified for Europe.
The C8 has been seen running around Europe, we just don’t know if that is a Euro-spec car or Ring testing only.

Anyone think that they spent all that money to bring the M8 to market just to sell 15 a month like what is happening with the mid engine NSX?

The BMW 8 Series is not a huge seller in the US, but it's certainly outselling the NSX. It's on a pace to sell about like the ZR1 (2500-3000 annually), which is about all one can expect in that price bracket.
