No state has enacted anything saying you cannot leave your house. What they are calling “stay at home” is a misnomer. If you look at what they have enacted, all the ones I’ve seen actually encourage people to get out of their house to stay active. The just want non essential businesses to have people work from home, and no congregating in groups.

I live in Sarasota. I've seen an orange C8 with black stripes running around town but not that solid orange car.

Looks like the other car either crossed the road or turned in front of the C8. The question is whether the car was supposed to stop/yield or was the C8 supposed to.
