At the Bash, it was discovered that the Z06 will have the option of a quiet start. Many have asked for this on the Stingray. While there is no indication GM will ever offer this as an update to Stingrays, there is a work-around:
1. Put the car in service mode (hold the start button without your foot on the brake for 5 to 8 seconds, until the dash lights up)
2. Rotate the mode **** to Weather Mode
3. Put your foot on the brake and start the car. It will remain in Weather Mode, and start up with much less noise.
I have tried this but I don't think it makes a difference. I think the valves are open at start up in all modes but I could be wrong. I do use weather mode in the neighborhood in the early morning.
However, I wonder if that loud startup is not performing some function other than annoying people so if you are always overriding there is some function not being performed. Was that addressed at the Bash? I don't believe GM would make all that noise for no reason.

I was of that opinion thinking why would GM be so foolish for a few seconds on starting. Then someone posted a GM statement from an electronic service manual saying that is why it is done.
I had thought it related to getting the CATs hot quickly to reduce pollution. They apparently do things to help that but the wide open NPP is to make noise! Perhaps it's both.
Yes, I don't think the driving mode settings affect the first few seconds of cold-start. Only when the idle rpm starts dropping off. Then the mode settings for exhaust kick in.
Startups requires the engine RPM to be higher. The NPP valves stay open, by default, until the engine idles down below a certain RPM after the engine starts to warm up. The computer will open up the NPP valves only when you reach a certain RPM when driving or when using a certain driving mode.

According to the 2020 Service Manual, its done to have a more aggressive exhaust note on start up. Here is that statement:

That is what I have observed as well. You get the initial roar regardless of mode when you start the car cold. It's awesome, but the neighbors may not think so.
The good news for me is there is a guy down the street with a Charger and aftermarket exhaust that is about 5 times louder so they see me as "not as annoying as him" at 6 am.
The loud startup is unavoidable. While I like it most of the time, there are definitely times I need it quieter. They should put in a software fix for this to make it optional. Starting in weather mode will not change how loud the first few seconds are...
The procedure described in the OP, which basically just starting the car in Weather Mode, definitely works for a significantly quieter start on our '22. You can either do the procedure in the OP, or if you want it to always start quietly in your neighborhood, get in the habit of putting it Weather Mode when you shut it down.

The problem is that Weather mode doesn't "stick". The only modes you can restart in are Tour, Sport, and My Mode. It seems silly that they didn't make Weather mode stick.
OK, thanks. I hadn't ever had the car in Weather mode until experimenting with the cold start test today, and haven't yet tried starting it in that mode after shutting down. It's still not a big deal. It only takes 4-5 seconds to put it in service mode, switch to Weather mode, then start.
It is rather silly that Weather mode wasn't included with Tour, Sport, and My Mode in restarting in the mode you shutdown in.
I can verify that using the suggested manipulation of selecting weather mode before starting the engine has NO impact on the first 15 to 20 seconds of startup exhaust volume.
