1,500 is crazy. The labor is a little more expensive since you have to take the entire bumper off to install but it still shouldn't be in the thousands. You should be able to find a shop that will do it anywhere from 300-800. I paid 400 to have my Type-S installed at a local muffler shop. I am located in Washington DC.
FYI, I recommend doing the valve relearn by yourself. A dealership will charge you anywhere from 100-300 for a relearn, which is crazy considering how simple the procedure is. You just hook up a bidirectional scan tool, select the relearn procedure, and then you're good to go. Many forum members use the Launch X431 scanner, including myself. It is anywhere from 100 to 150 and is frequently on sale on Amazon.

I paid $434 for my Borla GM installation at my dealer. Dealers in the DFW-area charge $250-600.
I installed the ATAK myself and relearned the valves in about 5’ish hrs. I certainly didn’t see $1500 worth of labor, which is like $300/hr. Maybe 1/3 of that might be reasonable… but I never get these estimates right

Today it would be $800 at the same dealer and they might tack on another $100 to do the valve relearn (just a rumor about that one).

There are many of them on Amazon, but the cheapest one is $527 during their Labor Day sales.

I have no clue what Amazon's chatbot knows, but I've personally performed the relearn procedures on 2021, 2022, & 2023 C8 models using this tool.
lowest quote I got was from a local speed shop who has done a few, for 500 bucks. A few other “Corvette only” shops wanted 1000… That’s ridiculous. my local authorized Corvette Tech at the dealership, said he would be happy to do it, but he had no idea when he could get to it because he’s so overloaded now… Going to go with lashway performance here in Oakland Park.

Be careful who you guys buy your Borla systems from, some of these online dealers are on the do not sell list from Borla. So if you have any warranty issues (which happens with these valves) then you will not have warranty.
