But in FL, the oil is probably totally liquid and covers everything within a couple of seconds of firing it up.

I was on a road trip to the Museum a couple of months ago and while stopped at a rest stop, I let a 10-year-old boy sit in the driver's seat. I thought I would add a thrill, and I remotely started the car. I didn't realize that the accelerator worked, and the kid happily started revving the engine, luckily the remote also shut the engine off.
Management needs to have a talk with that tech!
I personally hate car dealership service departments- it starts with the service writers looking for any type of upsell to pad the bill as much as possible to the shop having young immature techs doing this type of behavior. This is going to be my dilemma when I need to get my car serviced- on one hand you'd like to take it to a Chevy dealer where you feel they have been trained and are used to working on C8's but on the other hand I'm taking my car to a Chevy dealer. There is a huge difference in the service quality you receive when working with luxury car brands at least in my experience.
I think GM has done a fabulous job with design and improvement of quality in their vehicles but they need to improve the back end of the house by getting level of service up to par with higher end brands. GM wants to compete with the other European supercars they need to provide the same white glove care in service as well.

At the very least, an apology is in order from that dealership. I would tell the incompetent management (who don't care about their customers) that you will speak to the tech personally and will be posting everything including the original recording on your youtube channel for everyone to see.
I don't think he hurt the car, but there was zero reason for doing it either. I would just go away and never use that dealer again. Honestly, it's why I did museum delivery with my Z06 out of fear a brand new zero mile car would have a tech doing the PDI say to the others "hey guys, listen to this thing!" WAAAA,WAAAAA, WAAAAAA, WAAAAAAAA as the new engine revs to the moon. No thank you.
