Update Installation
I purchased my 2021 In late March of 2023. My 2021 did not get the Feb 23, 23 update to continue to receive OTA updates. Can I activate this update or do I need to go to the dealer. There are three updates previous to this one that have not been loaded as well.

Not all updates apply to all C8's. They can vary by date built, trim level, options, etc. If you don't see the update in the available updates, you can't get it without a trip to the dealer.

That makes it sound like a dealer will install an update even if GM did not offer it for your specific VIN. That's doubtful.
