looks like tape residue ??? Is it sticky ???

Generally you would consider using an adhesive remover (if sticky), then moving to a paint cleansing lotion (which is a chemical paint cleaner) and then onto polishing (abrasive) as needed. If its hard water, several companies make water spot removers that should help also.

No it is not sticky.. when you rub your hand over it, feels something on top of the paint, but it would not come out. I tried water, soap and even vinegar.... So I dont think it will be tape residue.. I was hinking it would be water spots but not sure.. and dont they generally go away with vinegar solution..

Can I get any water spot remover in Walmart ?

Looks like duct tape residue to me. I would try 3M adheasive remover, if that doesnt work you most likely going to have to have it buffed off as long as it is on top of the paint.

I would try clay bar if you haven't already. If that doesn't touch it, bring it to a paint and body shop. They should be able to wet sand it away.

Take a closeup shot of a few angles of it. Are you sure it is sitting on top of the paint?
