Not sure what cover you have. If it is specifically an outdoor cover than yes otherwise no.

Your outdoor cover should breathe. When it rains, your car will still get wet. If the cover does not breathe, then the water will be trapped underneath and yes, it will damage the paint. Outdoor covers should allow the water to evaporate.

You can certainly use an outdoor cover inside. Depending on weather conditions you could use an indoor cover outside is you have very mild weather conditions and very little wind. Indoor covers are basically used for keeping the dust off in an indoor storage environment.
