My understanding is you install and wash it on the car. Use a mild soap if it is really dirty. Let it dry. If you want to clean the inside turn it inside out, put it on the car, and rinse/mild soap.
I take my noah cover to the local laundra mat and run it thru a large washer on rince only no soap and hang it on the line at home.
I also think this is the best way and also how I used to wash my California car cover that covered my old Camaro SS while I was building my house and garage.
