Default 1966 327 water pump pulley

I was dinged at an NCRS meet for not having a second fan belt for the water pump. The car is with out AC, PS & PB.

So I took the 4 bolts out of the fan pulley thinking I could then remove the pulley and install the new belt, wrong

What am I doing wrong?

Because of the water pump shaft. The belt won't stretch far enough. Although it's a PITA take crank pulley loose. Install belt and reinstall pulley.

After doing this twice, the first time not installing the belt on the front pulley. I took everything apart again, put the belt on the front, I started one bolt, and by tightening it, I found that it placed the pulley center hole for the shaft perfectly. I then installed the other 3 bolts.
