Default emission decal

I have problem, I'm trying to find an emission decal for my 74 L-82 with a ZD code, NOT a ZF code.

I think my ECM has gone bad. CKT416 is supposed to have 4 to 6 VDC and throttle position indicator reading around 0.525 VDC. I am currently getting less than 2 VDC at CKT416. I have borrowed an ECM from another '82 owner and the car starts and runs fine. I have also tried an ECM from a '84, but upon start up, it goes to a high idle around 1500 rpm. I tried changing EPROMS to see if that may have been the problem with the '84, but still have high idling. Not really sure what to try next.

Any suggestions would be appreciated.
