Default Date on Carb - Who picks the carb, Tonawanda or the Vehicle Plant?

Would a carb dated 0569 (Jan 5, 1969) make sense given these:

- Engine casting dates Dec 15-18 (head, intake, block)
- Engine assembly date Dec 20, 1968
- M-20 Transmission dated Feb 1969
- Vehicle assembly date April 9, 1969

I was shooting for "after the engine, before the car was built", assuming the carb was put on the engine at the factory; if Tonawanda put the carbs on, it may not make sense to have a 1/5/69 carb on a 12/20/68 engine. But given the right part number and that it was two weeks after the engine and over the Christmas holidays, I figured "close enough". Thoughts?

Engines were shipped without a carb. The carb and related parts (fuel line, choke, air cleaner, etc) were installed in St Louis. The Assembly Manual shows the installation of the carb.

carbs were built in batches,,then put in crates and shipped to the plant

Thanks! Then I think my dates make sense.

For confirmation, here's a pic of a bunch of Tonawanda big block engines about to go out without carbs on them. A few thousand horsepower in this shot!
