SPRINGFIELD, Ill. (AP) — Illinois House Speaker Michael Madigan has invited victims of gun violence to tell their stories at a legislative hearing.

The House Judiciary-Criminal Law Committee will take testimony Tuesday afternoon in Chicago.

Madigan says he wants discussion on the effort to end illegal firearms sales. The Chicago Democrat noted the General Assembly approved a plan for state licensing of gun dealers last month.

Gov. Bruce Rauner vetoed the plan two weeks ago. He called it “burdensome” and noted federal law enforcement agencies already regulate dealers.

Madigan is gauging support for an override vote.

The new ordinance prohibits keeping assault weapons like the AR-15 and other firearms with high-capacity magazines, according to the language of the legislation. One change from the law as it was originally discussed exempts retired police officers, according to Village Manager Kent Street.

Violations carry a fine of between $250 and $1,000 per day, according to Matthew Rose, the village attorney. He said the fine is levied each day until there is compliance.

Beginning April 15, nine jurisdictions in McHenry County will allow officers to obtain a warrant for a blood draw for any DUI suspect that refuses a breathalyzer, according to a statement from the McHenry County State's Attorney's office.

Authorities said Algonquin, Cary, Harvard, Huntley, Johnsburg, Lake in the Hills, McHenry, Spring Grove and Woodstock police will implement the new policy.

In general, officers cannot currently force a driver to submit to breathalyzer testing, according to the state's attorney, who said that many DUI suspects as a result refuse to take a breathalyzer, particularly those who believe their blood alcohol level to be above the legal limit of .08.

Under the new policy, officials said that if a driver refuses a breathalyzer test, a warrant will be sought that, if granted, would allow police to take the suspect to a nearby emergency room where their blood will be drawn and tested.

The local chapter of the National Constitutional Coalition of Patriotic Americans said this is a response to the student led gun violence protests known as the march for our lives.

INDIANAPOLIS, Ind. – Hundreds of people met outside the Indiana Statehouse Saturday afternoon with their guns. It was part of a rally to support the Second Amendment, with the crowd saying carrying guns is a right, and is there for protection and self-defense.

The rally was one of 45 events held across the country, put on by the National Constitutional Coalition of Patriotic Americans. The group encouraged the crowd to bring their unloaded rifles, if state law allowed it.

“We're here to show that liberty-loving Americans are going to stand for our rights," said an organizer and host of the rally, Jack Pupillo. "The Second Amendment right, in my opinion, is a segment of individual liberty as a whole.”

SPRINGFIELD, Ill. — Wednesday is the deadline for Illinois lawmakers to override Gov. Bruce Rauner's veto of gun control legislation.

It's also the day thousands of gun-rights advocates will descend on Springfield for their annual gun-owners lobby day.

The proposed legislation, bill SB1657, would require five-year gun-shop licenses, employee training and in-store videotaping. Republican Rauner previously vetoed it as "burdensome regulation" that duplicated federal licensing and would hurt small businesses.

The Senate sponsor of the measure says he won't call for a veto override vote unless he's sure it will succeed in the House too.

Illinois House passes plan to replace school security guards with social workers

SPRINGFIELD, Ill. (AP) - A plan to replace armed security officers with unarmed social workers got a House OK with substantial changes.

The House voted 64-25 Friday to establish a grant program for schools who hire mental health professionals to keep calm in the hallways.

Police had objected to the idea because schools could only get money if they stopped funding police officers. Hillside Democratic Rep. Emanuel "Chris" Welch removed that part.

Republican Rep. Peter Breen of Lombard opposed the measure. He says schools should hire more police officers to combat an epidemic of school shootings.

Chicago Democratic Rep. Juliana Stratton countered that putting police officers in schools aren't the only way to keep kids safe.

The plan goes to the Senate.

SALINE COUNTY -- Saline County has become the third Illinois county to symbolically declare itself to be a "sanctuary county" for firearm owners.

In a unanimous vote, the Saline County board joined Effingham and Jefferson counties in protesting what they consider to be unconstitutional gun control reforms currently being considered by the Illinois legislature.

"We did it to send a message to the lawmakers in Springfield that gun owners exist outside of Cook County," said Saline County Board Chairman Jay Williams.

"We like our guns. We want our guns. The Second Amendment gives us those rights. They need to think before they start passing legislation."

VILLAGE OF DEERFIELD BOARD: Deerfield Approves Pro Bono Legal Services for Assault Weapons Ban Litigation

On Monday, May 7, the Deerfield Village Board unanimously approved the pro bono services of both the Brady Center to Prevent Gun Violence (the “Brady Center”) and Mr. Christopher Wilson, managing partner of the Chicago office of Perkins Coie (“Perkins”) to assist in the representation of the Village in the two lawsuits filed in the Lake County Circuit Court challenging the Village’s Assault Weapons Ordinance.

Village Attorney Steven Elrod of Holland & Knight will lead the team and supervise and coordinate the litigation strategy, but the bulk of the regular legal work will be undertaken by Brady Center and Perkins. This is the same legal team that successfully defended the City of Highland Park’s ordinance, on which the Village’s ordinance is modeled.

“I am pleased to announce that the vast majority of the cost of this litigation will be covered pro bono,” Mayor Harriet Rosenthal stated. “We remain confident in our authority to enact this ordinance under existing State law and gladly accept the expert services of the Brady Center and Perkins. These two firms, along with our own Village Attorney, Steve Elrod of Holland & Knight, will provide the Village with the highest quality legal services.”
