What popup? The Ask a question box? If so, see last paragraph. If not and it's an ad, then it may be your computer/browser.
The Ask Question box has been around for several months and only appears for those not logged in. It appears only when not logged in because one of the top most asked questions from new members or Guests is "how do I post?" or "how do I join?". That's the purpose of the Ask Question box. The solution is to simply be logged in and stay logged in.
