password reset won't reset tried four times
login dialog box uses older password even though I've reset it many many times

Did you complete the process? Password Reset sends an email to the email address currently on the account. The link in that email must be used to change the password. You don't complete the process, the password doesn't change. Password Reset is used if you're locked out of the account or forgot the password.
If you already know the password, you don't use the Password Reset to change the password. You go to the UserCP and Edit Password & Email Address and supply the current password to allow changing it to a new password.

Yes, most major browsers have the ability to remember/store passwords. That is a browser function. If a password is changed on a website it also must be edited in the browser as the website does not have control over that function.
That was not suggested initially because the description of the issue didn't quite suggest that was the issue.
