After weeks of frustration on my iPad, I downloaded Norton’s Ad Blocker and followed the instructions and I am no longer bothered by this Amazon “you won” pop up.

it is not unique to corvetteforum and not unique to internet brands. There's millions of other sites that you couldn't have visited to compare to. I've linked the article from google's blog post about bad ads in 2016 which actually tells the story and it's pretty clear it's not just unique to cf or internet brands.
When rogue ads are found, they are pulled. It is not as easy as clicking a button to find and pull a rogue ad. Google and other partners find and pull rogue ads as well. And if you read the article by google, you'd see how much of a widespread issue it is and how it replicates.
If you want to stick with apple/safari, which was your remark, then you have to accept their products for what they do and don't do. As you are an apple/safari user, you (the end user) is the one using the product and it's up to you to expect and push for the same protection that other browsers and/or operating systems provide if you're actually concerned.
There's locks on doors, locks on windows, insurance, anti-virus and malware protection for computers, anti-theft devices for cars, etc., all things that we shouldn't need but are a reality. And none of it is moving in the opposite direction.
If it's not clear, i understand the concern and issue. I'm not in advertising so this is not my department nor is this within tech's department to address. Only the advertising team. However, some suggestions have been made. If some don't want to follow the suggestions, there's not a lot that can be done. Because this is a long holiday weekend and people are with their families, this isn't going to get a magic "fix the issue" button today nor tomorrow.

When the ad pops up on your iPad, if you press and hold your back arrow, it will bring up your browsing history and you can select the title of the page you were in. You then select the cancel button on the pop up and “back out” of the pop up and go to the the previous page.
Still annoying, but at least you don’t get shut off the forum.

I have been getting the same popups from Amazon the last couple of days on my iPhone SE with Safari. I will try some of the suggestions posted in this thread to see if it helps. Very annoying, that's for sure.

I have had no problem using desktop only on my Ipad. So, as I stated in a previous post that has been since removed, I am not using my Ipad on the forum, just my desktop. Hopefully this problem will be fixed soon.

I’ve been getting these on my iPhone/Safari for at least a month. It was somewhat intermittant but now by my 2-4 click it pops up and I have to close the site. Pretty much makes using the site useless. I appreciate the efforts of the site staff, it’s a free site those complaining should settle down 😎

Rather than calling a response "BS" and add nothing of use, thankfully some members are providing some requested information to actually assist.
Unfortunately, this issue won't be resolved as quickly as we want but I suspect we will see an improvement if not nearly completely fix, within a few days. The holidays and having to rely on a few people outside of the office is delaying the process.

What did work was installing Chrome on my iPhone and using it to access the CForum.
Just a reminder to the CForum owners, as you are diagnosing this issue. I've been surfing the site with my iPad every day with absolutely no issue. I do not have Chrome or Adblock browser or any other pop up protection installed on my iPad. I do have IOS version 10.3.3 which must have something to do with it.

Yeah. The Amazon “you have won” nuisance has been around for a couple years. I got nailed with it on Yahoo a month or so ago....used the purge browser history and data suggestion but it would immediately resurface. Finally disappeared...only to pop up here a few days ago. I did another purge and haven’t seen it the last couple days. This is on an iPad using the latest iOS release. Definitely a royal pain...
