Frank is a moderator not an administrator, so he has limited capabilities compared to the admins. We have been through this already, there is download for this message board that will let the admins read PMs if they wanted too. Also the PMs are in the database and I highly doubt they are encrypted, so and admin would have access to it, no different then your ISP or your employer has access to your e-mails. And you can forward a PM to a mod if you feel it was inappropriate, not sure what action they would take since you can basically edit it to say what ever you wanted it to.
