You're not going to get a (new) full fuel system for $1000. And you're not going to get what that car can really fetch on a corvette forum.
I definitely think the body kit and paint will hurt resale.

Regarding KBB:
They are a good guideline but certain specialty cars, low production cars, highly popular cars, or unusual cars can stray greatly from KBB's suggestions.
I don't know the correct market value of his car, and I'm willing to bet most people here don't either. He can sell it for what he wants. If you don't like that, make an offer. If he refuses, fine. It's his car and his sale; no need to be critical.
Regarding Supras/Imports:
Yes, it's easy to dismiss these cars as "rice," but the reality is cars like the Supra/NSX/RX-7, etc., are Japanese supercars. They aren't "rice," though it's possible to rice one out. They ARE, however, the dream cars of those guys who rice their Civics.
Supras are respectable cars and in the right hands can produce monster power that can embarass stock 'vettes.
I just spent Sunday cruising with a bunch of them in Atlanta. Cool cars!

The car looks beautiful! That is a type of car that when you sell it you are looking for someone that WANTS that type of car. I think that with any car, changing the color or adding performance maybe frowned upon by others looking to buy a car. You just need to find someone that is looking for what you have. That person is out there too!!

Hey man nice car, it appears to be in good shape. As you can tell a lot of the Vette guys know very little about the MKIV market. I actually considered trading a friend my Z06 for a 94 Th400 GT42/76 car, but I just couldn't give up my vette.

its cool i only posted it here cause im not sure i want to sell it. but if someone out there wanted a supra and had a c6 that wanted to get some cash and a very nicly done supra then great.. but if not its ok. for some reason people like to talk alot of crap on the internet.. shows how mature some people are..

just thought id tell you guys that doubted the car.. it sold last week. a guy flew down from washington state and bought the car for 30,000$
and now thought maybe i wouldn't get a car that everyone has and go get a 2004 viper.. hope i don't see you on the streets (will not be stock)
