Probably next to impossible. Unless you don't plan on driving it on public roads. You'd probably need it to meet emissions and safety requirements, and depending on where you're at (no info in your profile), that may or may not be possible. There are certain exceptions - you can import it under the "Show and Display" exception (owners of the 959 pushed for this type of exception), or in could possibly be imported like the micro pickups that are the rage in some areas. But that's if it's only not driven on public roads.

It will only be cheaper if the import hurdles don't cost a ton of $$$, and if you never have to get it fixed. My guess is that you'll be better of going the golf cart route, but you may want to look at the "show and display" provisions - I'm not sure if NHTSA will consider the Nano a "historically significant" vehicle, but there's always a possibility:

You may also want to look at things like the kei trucks - for offroad or rural road use in some states:
