How do I remove the steel rocker panel support? I have removed the inner fiberglass panel to expose the support, but it appears to be bolted from the outside such that I can't get to the bolts.

I need to replace the rocker panel anyway, but don't want to cut until I have the new panel in hand. Just wondering if I could get the steel support out for repair now??
