Default Wth????

So the Vette ('07) is in the shop for a full repaint... Upon removing the rear quarter panels, just in front of the rear wheel guess what is found... A sand bag or more like a Hefty bag tied in a knot.
Body shop says he's seen it before and its GM's response to reduce road noise.
Really??? A tied off garbage bag with filler sitting loosely in a cavity???

Anyone seen this before?

Can this be replaced with compressed foam or say wall insulation?

Has been seen before, here. I would try molding some automotive interior foam in the cavity. You can try the spray compressed foam, but that stuff gets messy and do not use the high expanding stuff.
