Clear coat on ABS plastic
Can ABS black plastic be finished with just clear coat paint after proper prep? The finish is nice so I'm thinking of cleaning it real well with degreaser and then some 0000 steel wool to polish. Then adhesion promoter and clear.

YES.
Logic would dictate that IF the correct adhesion promoter and clear was applied. The clear should adhere.
Also it may depend on how this the ABS plastic is and how flexible the part is...where possibly a flex or elastrometric additive is added to the clear....depending how much clear is also being applied.
Verify that the adhesion promoter you use requires scuffing of any type. Adhesion promoters...for the most part...use chemical adhesion and not mechanical adhesion to make them bond. I know as a general rule of thumb that scuffing seems to aid in adhesion. But on some substrates...excessive scuffing can cause for surface sensitivity if that particular substrate is not cleaned with the correct product also.
