First of all what is it and what does it do?
Second, If this is missing does it indicate something (rot, impact, etc?)
Third, Can I repair it?

I have always felt it was the first design of a water diverter. Due to the area above it can allow water that can leak in...it is an attempt to divert it towards the w/strip and away from the interior.

Your guess is as good as mine on why one or both are missing.

I would guess that you could repair this or even make a new one and install it. I know I could if I had to.
