YES...removing the clip is not as easy as unbolting it so heat and using tools to carefully separate the the bonding areas is required.
As for IF the area you cleaned out will come back and make you regret not taking the clip off. That is hard to say due to like in the thread and photos posted in POST #4 . It can already be rusted and that will not get better all on its own.
