Default Urethane bumper painting

I have a 95 that I will be reprinting soon. I have the car disassembled right now. The clear was coming off in big flakes and ruined the basecoat. My question is- when I repaint the bumpers, should I use a flex agent? If so, in color and clear, or just clear. It's axalta paint I will be using. Thanks for any advice

The BEST advice I can give you is to contact the paint manufacturer directly. So much will depends if you allow the raw urethane to be exposed or not which changes the dynamics on ho you need to prep it...and the products you need to use to prep it with and what to apply on it for their paint.

Failure to follow the directions and steps in prep can cause for the paint to literally flake off in sheets.
