Default Help What Is This?!

Just bought my first vette today and need to make some cosmetic repairs.

There is this stuff on the paint (Mostly the hood)
It rough in texture and hard.
I have no idea what it is or how to go about getting rid of it.
Any help is greatly appreciated. Thank you

That looks like something pretty serious, maybe "acid rain" damage. As much as I like doing my own work, and as many cars as I've "detailed" over the years, on an amateur level, I'd strongly suggest a professional paint correction shop for that.

Needs a good paint decontamination and detail. If not comfortable with buffers check out a local detail shop.

Maybe cement or some type of cement product that has splashed off a truck or off something overhead??? Like from overpass repairs?

That's what I was going to say. Looks like concrete. If that's that latex krack patch stuff that's not going to be so fun to get off.

Was the car parked near an area where someone was pouring concrete? I've seen similar spots on vehicles around construction sites. The only way to get it off is to scrape as carefully as possible then color sand and polish.
