Not quite so bad as that.

https://jalopnik.com/sacramento-coun...own-1836085130

You can do "minor repairs" like brake and oil changes and tune-ups, but you can't work on somebody else's car on your property (or your car at a friend's house) and you can't do repairs outside a garage if it means the car will he immobile for more than 24 hours.

No major repairs at all, to include paint & body work.

Not all neighbors are the same. Would you like to live next door to someone that is pounding out fender dents, painting cars in the drive way, and using pneumatic tools all day? There's freedom, and then there's someone running an industrial business out of their home.

I'd like to be able to use the property I paid for for whatever purpose I want, particularly if I purchased said property with no nanny-state restrictions.

If you need the comfort of an HOA-style boot on your neck, by all means, purchase property that's subject to the whims of others.

My impacts, engine hoist, compressor, and cussing are not near as loud as the damn lawnmowers that run incessantly let alone the lawn service work across the street running them damn stoopid gas engine blowers over some leaf or other.....

I am sure it will effect the "chop shops" (sure it will). The gangsters will just laugh as they always do....at the dipsticks in their state capital. Just as they do over their gun control laws in that screwed up illogical state assembly., along with the 9th Circus out there...goood luck folks in Commiefornia. Whats next, outlawing cow farts with AOC in charge of oversight? Just in the city? won't be long?

Cicero warned us that the more laws a nation has, the less justice there will be.
