I had the same problem. I was told that it could have been oil in the lines or the car was striped with the wrong paint stripper. Either off is still sucks.

Where are the bubbles? If they are somewhere on the hood, look at the underside to see if there is oil thrown up there. Midyears are notorious for having paint bubbling problems on the hood due to the AC compressor throwing oil onto the underside of the hood. Chemical stripper left un-neutralized could be another cause. Or, if it's just in the paint it could be due to water in the air supply when the paint was sprayed.

If this is a re-painted Corvette, there are several things that can cause this. During the stripping of the old paint, if you are meticulous about cleaning the car after the chemical stripping, the traces that are left can cause bubbles. Contaminants in the paint, the spray gun, or moisture can do the same. Unfortuantely, there isn't any way to eliminate them once they are are formed.
