Fan question

W/ac ON, should both fans come on or just the primary?

I just went in the garage and started my 91.

The driver side fan turned on when the AC was switched on. The passenger side fan did not turn on.

This was on a cold engine.

Weird, I thought the pass. side fan was the primary. :willy:
