Most likely for air injection (usually found on 3-way converters). Sometimes the same converters are used in multiple applications. The tube usually has a block off cap that can be removed if needed. The F-Body's may have used the same style converter with an air injection pump / system that injected air directly into the converter. Some applications injected air into the converter and some (usually later systems from the early 80's) injected air directly into the exhaust manifolds - like on my '83 Hurst/Olds for example. (Some injected to both locations I believe).

Thanks for helping with the explanation 76C3forme, spot on! These new Magnaflow cats have the option of using the tube if still installed on the car since they are compatible with a few different models other than being compatible on Corvettes in these years. But capped off from the factory if not used, if needed the cap can be removed.
