How does the cover lock work? IE: how does it attach to the cover and does it attach to the vehicle or back to the cover after going under a wheel or something?

Cover is relatively easy to install and even easier to remove (included bag is certainly a plus). Lock and cable are more a deterrent than actual protection as you could easily cut the cable, but pretty much what I expected.

If your car is outside and there is moisture in the air (humidity/rain/dew) it will get under the cover. If the cover was waterproof, it will trap the moisture under the cover and damage your paint. (especially if the sun comes out) Today's modern car cover fabrics are designed to breathe to eliminate this problem. They shed water. Waterproof car cover pretty much don't exist anymore.
