For the benefit of you southern guys that haven't experienced a real up north kind of winter, that guy is ice fishing. You wait until there's sufficient ice on the lakes, drive out, bore a hole with your auger, drop a line in and wait. It's not like you can use your chain saw to cut long slits in the ice so you can go trolling.
A nice winter (for ice fishing) involves lots of cold but little snow, so there's plenty of ice but still easy to drive on... If you're a snowmobiler, you want less cold and more snow.
It's hard to tell, but it looks like the guy in the pics above brought out this motorcycle so he had something to do while waiting for a fish to strike. He's holding a tip-up.... it holds your line and a flag pops up once a fish strikes.
45 minutes north of me they plow a track on Lake Superior and race on the ice.

This guy is going spearfishing, cut a big hole, cover with a shelter, wait for fish to swim by, spear, repeat...
